Recycling more in San Francisco

The mayor of San Francisco wants to make the recycling of cans, bottles, paper, yard waste and food scraps mandatory instead of voluntary, on the pain of having garbage pickups suspended.

It's such a good and OBVIOUS idea when you think about it. We now have three garbage cans in the kitchen (one each for paper goods and plastic/bottles/cans). It's SUCH a good feeling to see the recycling bins fill up faster than the trash...even if the trash still fills up too quickly. Any tips on composting? Is it safe to put food scraps anywhere near the house. Or will a plague of racoons strike!?
